Compact means an active multistate license already covers you there, with no separate application. It is a fact about the license rather than about you: a multistate license is issued by your primary state of residence and only if that state is a member, so a nurse living in a non-member state cannot hold one at all.

Rent is the median one-bedroom Fair Market Rent across the cities HUD publishes in that state. It is a summary of those cities rather than a HUD figure for the state, and it is the number a housing stipend is trying to cover, which is what makes a pay median answerable rather than just large.

Cost of living compares the state's price level with the national average, so a state paying 9 percent over while costing 21 percent more is a pay cut in practice. It bites a traveler less hard than it bites someone paying rent from taxed wages, because a large part of a travel package is a tax-free housing stipend that already moves with the local market, and how much less depends on the contract.
